Michael J. Ellis Beach & Seawall is located at 14926 Windward Dr, Corpus Christi, TX 78418, about midway along the island seawall on North Padre Island. Visitors arriving by car will find a paved parking lot (the Windward Parking Lot) with free access before stepping onto the beach. From this lot, a ramp provides convenient access down to the sand for pedestrians and those with mobility needs. Access roads to the beach include Access Road 3A from Windward Dr and Whitecap Blvd from S. Padre Island Dr.
Parking, Vehicle Beach Access, and Permit
Parking in the paved lot is free for standard vehicles. However, for driving a vehicle onto the sand or parking directly on the beach, visitors must display a city-issued beach parking permit. The permit costs $12 and is valid for the entire calendar year. Permits can be purchased at Stripes convenience stores, H-E-B grocery stores, Circle K, Corpus Christi City Hall – Central Cashiering, Texas A&M University–Corpus Christi, Nueces County offices, and the Padre Balli Park Headquarters.
In June 2025, the Parks & Recreation Department installed bollards and restricted vehicle access in front of the seawall, from the south end up to Mile Marker 217.5, because of erosion and safety concerns. Pedestrian access remains open in this section.
Beach Features & Recreation
The beach extends from approximately Mile Marker 221 down to Mile Marker 213 along the Gulf shoreline. It offers a wide sandy area ideal for walking, jogging, surfing, and people-watching. The ramp access and pedestrian path along the seawall make it easy for walkers, joggers, and families to enjoy the space. Restrooms, outdoor showers, and other amenities are available nearby. Visitors often appreciate the beach’s clean facilities, smooth sand, and generally relaxed crowd levels, especially on weekdays.
Rules, Pets & Other Notes
Dogs are permitted on the beach when leashed or under voice control. On major holidays, pet access may be restricted, with alternative pet-friendly areas available nearby. Vehicle access south of Mile Marker 217.5 remains restricted as of mid-2025. Visitors parking off the sand and entering by foot do not need a vehicle beach parking permit; the permit is required only when parking directly on the sand.
